Are there differences between private and public colleges and universities?

No, carrying of a firearm is permitted on both public and private collegiate property by law.

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus?

Students would only be inclined to request a change in law that permits open carry on campus, as concealed carry is not prohibited.

What would the penalty be if a student is found with a weapon on campus grounds?

There would be no penalty so long as the student ensures that the firearm is concealed, and that they are not otherwise prohibited under state law to carry a firearm.

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students?

Campuses are not prevented by state law to permit carry on their campus.
