Are there differences between private and public colleges and universities?

No, New Hampshire has no legislation regulating the carry of a firearm on campus property, leaving the regulation up to the individual college.

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus?

Students should seek changes within their school policy to allow for the carry of a firearm, or contact state officials in hopes that legislative change could be made to require the right to carry a firearm on campus to be legally enforced.

What would the penalty be if a student is found with a weapon on campus grounds?

Students could face trespassing charges or repercussions depending on the policy of the University.

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students?

New Hampshire Revised Statutes Chapter 159 on firearm regulations has no sections preventing a school’s ability to permit students to carry a firearm, therefore the school should simply change there policy to allow for students to carry.
