No, per Section 265.01-a of the New York Criminal Code makes carrying on any college or university campus a Class E felony. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students can look toward requesting the state government to change its legislative policies in regards to firearms on college campuses. 

What would the penalty be if a student is found with a weapon on campus grounds? 

A student would be charged with a class E felony resulting in up to 4 years of imprisonment and a fine of up to $5,000 among other penalties. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

Campuses should seek legislative changes to state law to allow for them to have students carry on their property.
