Are there differences between private and public colleges and universities? 

No, according to Oklahoma Statutes Title 21 Chapter 53 Section 1277, a student may carry a firearm so long as the institution permits campus carry. However, students may not store a firearm unattended in a vehicle that is parked on public or campus property, and there are no exceptions to this rule. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students would be inclined to contact their state representatives to request that campus carry be permitted in all collegiate institutions, as well as request that the restrictions on parked vehicle storage be removed. 

What would the penalty be if a student is found with a weapon on campus grounds? 

Violations of carrying a firearm on school property unpermitted would result in a misdemeanor charge and fine of $250 or less. Violators leaving a firearm in an unattended parked vehicle may only face removal from the property, and only after refusal to leave be issued a citation of up to $250. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

Campuses in the state are all capable of permitting the carry of a firearm, even in sporting venues unlike other states. The only policy that these institutions need to face is limitation of parked vehicle storage by requesting state representatives to remove the restrictions.
