Are there differences between private and public colleges and universities? 

No. South Dakota law does not restrict nor permit the carry of a firearm on campus; therefore, it is the discretion of the university to allow students to carry a firearm. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students should reach out to the university in request that a policy change be made to accommodate and encourage students to carry firearms or reach out to the state legislature to request that universities be required to permit the carry of firearms. 

What would the penalty be if a student is found with a weapon on campus grounds? 

The student may be removed from the property or face expulsion from the college. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

The University could simply remove gun free zones and other related restrictions and policy, as it is not illegal for college students to carry on campus.
