Are there differences between private and public colleges and universities? 

No, both public and private institutions have the sole discretion of allowing or disallowing students to carry a firearm. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students should reach out towards school officials in order to seek changes within their university’s policies to allow for campus carry, or contact state representatives and request legislation to require colleges to permit the carry of a firearm. 

What would the penalty be if a student is found with a weapon on campus grounds? 

For the first offense a student could be imprisoned for not more than one year or fined not more than $1,000.00, or both, and for a second or subsequent offense they could be imprisoned for not more than three years or fined not more than $5,000.00, or both per the Vermont Statutes Title 13 Chapter 085 Section 4004. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

All campuses are eligible under state law to permit carry to any student, and they should change their policies to permit the carry of a firearm for students.
