Are there differences between private and public colleges and universities? 

No, it is at the institution’s discretion to allow attendees to carry firearms per the Maine Revised Statutes Title 25, section 2011. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students should reach out towards school officials in order to seek policy change within their university to allow for campus carry, or seek legislative change in their state government to require colleges to permit the carry of a firearm. 

What would the penalty be if a student is found with a weapon on campus grounds? 

Students could face charges for trespassing on the property which is a Class E misdemeanor with a maximum fine of $1000 and maximum prison sentence of 180 days, as well as potential repercussions from their educational institution for breaking school regulations. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

Campuses are eligible under state law to issue the right to carry to any student, they should simply change their individual policy to permit the carry of a firearm.
