Are there differences between private and public colleges and universities? 

No, Nebraska Revised Statute 28-1204.04 makes it illegal for students to carry a firearm on campus, in parked vehicles on campus, and at school sponsored events. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students should contact their state representatives in request that the law be changed to permit campus carry. 

What would the penalty be if a student is found with a weapon on campus grounds? 

The firearm would be confiscated and given to a peace officer. The peace officer would file a petition for destruction, and after an allotted period of time the firearm would be destroyed or auctioned if it maintained any antique value. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

These universities should reach out to state representatives in request that they be able to permit students to carry a firearm on campus.
