Are there differences between private and public colleges and universities? 

North Dakota classifies public buildings as ineligible for the carry of a firearm, however there is no direct legislation that addresses carry on college campuses. Campus carry would be legal at private institutions if the institution allows it. 

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus? 

Students on private campuses should reach out to college administrators in request that carry be permitted on the premises, and public college students should reach out to state representatives for legislative clarification that enforces the right to carry a firearm on campus. 

What would the penalty be if a student is found with a weapon on campus grounds? 

Illegal carry of a firearm would result in the charge of a class A misdemeanor under North Dakota Century Code Title 62.1. Students may also be trespassed by campus property owners and face expulsion. 

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students? 

The public college should reach out to state representatives in request that the law be changed to accommodate their desires for a campus where students can carry.
