Are there differences between private and public colleges and universities?

No; Rhode Island schools have no specific legislation regulating the ability for students to carry on college campuses whether they be public or private.

What can students do to appeal for their Second Amendment rights if they are on an unfriendly campus?

Students would be inclined to reach out to their university officials in request that policy changes be made to accommodate the right to carry on campus property or seek legislative change in their state government that legally requires the right to carry for students.

What would the penalty be if a student is found with a weapon on campus grounds?

Students may be charged with trespassing and face reprimands from their college depending on the school’s policy.

For campuses who would allow campus carry but are prevented from doing so by their state law, what are some things the university can do to aid students?

Campuses are not prevented by state law to allow students to carry on campus; they should simply change their policy to allow for students to carry.
